late for you. matt brock live in alexandria to tell us why. good morning to you, matt. >> good morning, doug, greta. listen, the dealers have said all along they didn't even think after the program got an extra $2 billion that this money would last until labor day, and it turns out they were right. we have an official deadline. the department of transportation has said you have to get the deal done by monday at 8:00. they've already marked up 457,000 cars into this program. i guess you could say marked them down with savings of about $4,500, it a car, and the federal government has spent nearly $2 billion total. they expect the rest of that will certainly run out by monday, about a billion less. but you know, some car dealerships are already saying we're not even going to go till monday, we're cutting off now.

>> if we carry over into the weekend, we may have trouble, so we're going to end it toign. ht >> that's a car dealership here in alexandria. toyota dealerships. the concern, of course, is getting paid, and it has been a concern for many dealers all along about getting the reimbursement from the federal government after they already make the deals. in fact, general motors has told some of its dealers, listen, we'll cover you until the federal government pays. so some may go through monday, but you're really going to want to call ahead, but it's beginning to get a little sketchy as the money is running out. we're live in alexandria this morning, i'm matt brock, a 7 news. >> matt, tha you. while the program has met with mixed reviews, it has offered a boost to the auto industry. g.m. announced earlier this week that it would temporarily boost production and hire more than 1,000 workers. hyundai hired more than 3,000. >> well, the extreme heat is apparently to blame for

sickening several high school athletes on maryland's eastern shore. a fodozen otball players two coachesze coaches at kent island high school were hospitalized after they fell ill yesterday. the players were about 45 minutes into practice when several of the players complained of feeling ill, some of them collapsed. no one was seriously hurt. officials think the illnesses was heat-related, but they're not ruling out other causes. police are investigating a shooting last night in southeast d.c. police say two men were shot in the 1300 block of congress place before 8:00 p.m. they were taken to the hospital. no word on their conditions, and police are now looking for the shooter. on to virginia now, where police are in dumfries and are investigating after a man and woman were found dead inside their home. police found the bodies of a 52-year-old man and 57-year-old woman around 9:00 lasts night in a townhouse. neighbors say the couple lived there foremore than 13 years, but had fallen on hard times

and were in the process of being evicted. police have not released their names at this point or cause of death. >> arlington county federal lawsuit against proposed hot lanes on i-95 and i-395 is drawing mixed reaction. the lawsuit asks the court to order an environmental review to determine whether the hot lanes would increase air pollution and traffic congestion. the a air club is praising the lawsuit. von anderson of a.a.a. tells "the washington post" the lawsuit is disappointing, damaging, and hypocritical. >> a proposal in the works to dole out $3,000 to some d.c. workers if they relocate from the suburbs into the city. d.c.'s lead agency on the environment has proposed that live near your work program with the u.s. energy department. the program would be a $90,000 pilot for d.c. workers. it would help expand d.c.'s tax base. the u.s. energy department has not yet decided if the program is stimulus-worthy. >> class is back in session in

the district starting monday. teachers have been working to make sure that they make the grade. a new evaluation system is being put in place for teachers. chancellor michelle ree says master educators have been hired to train and improve teacher performance. in the meantime, construction crews and d.c. officials are scrambling to make sure that schools are ready to open on time. yesterday, one councilmember took her annual tour of the schools in ward three. she plans to visit 10 schools in total and make a list of improvements still not complete. crews are working around the clock to get the classrooms ready. >> families of two of the victims of the virginia tech shooting say the u.s. counseling center missed critical warning signs. the families want the former counseling director to admit he failed to properly monitor and treat the shooter. records released tuesday show three therapists did not view him as a serious danger, but miller was told of his threatening behavior in class

>> hurricane bill is gaining back some of its strength as it continues to move towards bermuda, bringing winds of 125 miles per ur, still a category three. but it could return to a category four as it moves into the warmer waters of the gulfstream. bill is expected to pass the bermuda coastline this weekend, causing significant flooding there, and it will definitely be kicking up the surf along the u.s. eastern seaboard. >> that's always a treky thing this time of year, because people are at the beach. they've lined it up, rented the

>> in our top stories at 5:15 on this friday morning -- the cash for clunkers program is nearing the end of the road now. you have until 8:00 p.m. monday to trade in your old car, but some local dealers are shutting it down early to get the paperwork in on time. and the clunkers program has obviously been a huge success in moving cars, selling 467,000 cars so far. but a lot of deerleds are unhappy with it, finding that the government has not yet reimbursed them for that huge expense. girls entering the sixth grade in d.c. now have to get the controversial h.p.v. vaccine as part of their immunization. parents can choose to opt out of this. the p.h.v. vaccine is designed to protect against cervical cancer but opponents say it needs more testing. and some of the numbers are in from yesterday's presidential election in afghanistan.

that's the voter turnout between 40% and 50%, but the violence is being blamed for low turnout in the south part that have country. 26 people were killed in attacks. the outcome of the election will not be known for a few days. >> the decision to free the only man convicted in the bombing of pan am flight 103 has many people outraged. abdel baset al-megrahi is back in libya. he flew home after his release yesterday from a prison in scotland. he served eight years for his role in the 1988 downing of an airliner over lockerbie, scotland. he was supposed to serve at least 27 years. a woman in our area, who's the mother of one of the victims, can't believe it. >> i'm experiencing a new and different level of grief. it's an undertow, a riptide of despair. it was a fran tinge decision. >> al-megrahi was released early because he reportedly has terminal cancer. 270 people were killed in that bombing, including 189 americans.

first internet addiction detox program in the country. the 45-day program, called restart, is designed for people hooked on the net and video games. it costs nearly $15,000, but it's not covered by insurance. one of the biggest concerns for parents when it comes to the internet is shielding their kids from inappropriate videos. a new video hub hopes to help byiltering the material posted on youtube. and greta. more developments on cash for clunkers. general motors is promising cash advances for dealers who are still waiting to be reimbursed for the trade-in plan. the government says as of yesterday that it processed 37% of the reimbursement claims it has received and paid out just under 8% of the total transactions recorded by dealers so far. the clunkers plan, as you have been reporting, ends monday evening, so it may be a very busy weekend for dealers. meantime, jackson hole, wyoming, is what some investors will be thinking about this morning. that's because federal reserve chairm ben bernanks ithere. bernanke is speaking this conference, and investors will be keeping tabs on how bernanke and the fed plan to mop up excess liquidity when necessary after fighting the world's financial system with trillions of dollars to save the banks from disaster last fall. and ahead of his remarks, let's take a look at stocks index futures right now, little changed this friday morning. and that's business news. live in new york, i'm linda bell reporting for abc 7 news. doug and greta, back to you. >> linda, thank you very much.

a form. there are study this is week, some showing serious side effects. in d.c. and virginia this school year, girls entering sixth grade for the first time need to get the h.p.v. vaccine or they can opt out. >> if there's an almost 20% chance your young person could be exposed to this, most parents would want to use that >>otection. v ihe tcicone is hentroversial because it's recommended for preteen girls before their first sexual encounter. >> we want our young girls to be protected. we don't want to mandate, and we think that parents need to be informed. >> credit accident say the vaccine gardasil has not been adequately tested. in two recent studies, they found low rates of side effects, including fainting, dims iness, and a total of 32 deaths. still, many doctors say they stand by the drug. >> it's very effective at preventing a woman getting cervical cancer. >> some parents in d.c. say

they were never fully educated about this new requirement or about the potential side effects with gardasil, but the department of health in d.c. says it held eight different town halls throughout the district and also handed out informational brochure toss both parents and students. reporting live in northeast, mike conneen, abc 7 news. >> mike, thank you very much. as college students prepare to move into the dorms, the government is issuing new guidelines to prevent the spread of swine flu. the c.d.c. says students with symptoms should avoid people until 24 hours after a fever is gone. those with a roommate should be moved to temporary housing. schools should consider canceling classes if the h1n1 virus spreads. health officials hope to have a vaccine by mid-october. >> virginia gubernatorial candidate will deliver what he calls a major campaign speech today aimed at distancing himself on from his republican on the part of won't, bob mcdonald. he's expected to address the economy,&highlight his record. that speech set for 11:00 a.m.

at george mason university's johnson center in fairfax in newbere i hall. his campaign hopes that the speech will click with northern virginians who might be skeptical. deeds is running behind mcdonald in a recent "washington post" poll, in part because he has yet to win over northern virginia voters who say they know very little about the state senator. >> the fairfax county board of supervisors has some advice for virginia's gubernatorial candidates. sharon bull over awants them to tell voters how they would solve northern virginia's transportation problems. she says things are so bad, fairfax county now gets only 1/10 of the amount of state aid it used to receive for secondary road construction. >> within 2004, our allocation for secondary road construction projects was -- i think it was $24 million. this year, it's $240,000, not even enough to put up a traffic

signal. that's just not ok. it's not feasible. it's just not responsible. >> bulova says any candidate who does not ad very create a new source of funding is not serious about easing congestion. >> police are looking for two men who broke into two a.t.m.'s right in the middle of the day. both incidents caught on tape. the first one happened at chevron gas station in northeast d.c. these masked men pried open an a.t.m., stole the cash, and drove away. police say 12 minutes later they pulled up at frank's tavern and electric or store, which is in prince george's county, and did the very same thing. >> a former metrobus driver charged with kidnapping a passenger has a preliminary hearing today. michael robinson is scheduled to be in court in upper marlboro this morning. authorities say last month robinson got into an argument with a passenger and then refused to let her off the bus. police arrested ,m i, and metro latefid him.

>> supporters claim to rally today to save a d.c. tennis center from eviction. they plan to protest outside the southeast tennis and learning center this evening. the city sent an eviction notice to cora masters-barry saying her paper was out of work. she says they've now paid any required fines. the debate over federally funded school vouchers in the district has taken to the streets. about 100 people rallied outside the u.s. department of education headquarters yesterday protesting the decision to revoke vouchers for 216 d.c. students. this allows them to attend private schools, programs that have been hugely popular near d.c. they cut off funding for the program except for those students already enrolled. >> the lines now appear to be longer at d.c.'s d.m.v. offices. workers say they are overloaded with customers after one of the city's four service centers was shut down. the brentwood d.m.v. branch closed last week.

yesterday the georgetown d.m.v. branch was really crowded. customers we talked to say employees there really feeling the pressure. >> sure, it's a nightmare. everyone that works in there is mean as a snake. >> that's d.c. for you. that's what i have to say for you. that's d.c. for you. they do things like that. >> the mayor's office says closing the brentwood service center will save taxpayers more than a million dollars a year. officials say the move is having a minimal impact on other d.m.v. branches. >> all right, turning to the fight for healthcare now. the democrats are drawing a line in the sand when it comes to the fight for a public option. >> meanwhile, the president makes a bold move prediction about the fate of his reform efforts. abc's emily smith has the latest. >> president obama stands behind his healthcare reform promise. >> i am absolutely confident that we can get this done. >> but for the first time, the

president that says change may have to happen without bipartisan help. >> i think early on, a decision was made by republican leadership that said, look, let's not give them a victory, ybe we can have a replay of 1993-1994 when clinton came in. >> the new white house strategy of blaming republican leadership comes after days of angry town hall meetings where people blamed washington for trying to force change. this is a people issue! all a an abc news/"washington post" poll released overnight shows decreasing public support. 50% of americans now disapprove of the president's handling of the healthcare. that's a new low. key republicans say there is still room for successful negotiations. >> the white house should be leading and trying to get 70 to 80 votes for anything as important as healthcare reform is instead of worrying about blaming one party or another. >> one sticking point remains the proposed public health insurance option. the abc news poll shows public support for the idea is down to
